Application for registration.—Every air cargo agent carrying on the booking of cargo for carriage by air shall make an application for registration to the Appellate Tribunal in Form CA-7, within seven days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every cargo manifest held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
