Application for registration.—Every owner of a vehicle used for election purposes carrying on the use of vehicles for election purposes shall make an application for registration to the District Election Officer in Form 7, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every affidavit of a candidate held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
