Surrender of certificate.—Every owner of a vehicle used for election purposes who ceases to carry on the use of vehicles for election purposes shall, within fourteen days of such cessation, surrender the certificate of registration to the District Election Officer in person or by registered post, and shall inform it in Form 7 of the manner in which every voting machine held by him has been disposed of.
