Safe custody.—Every owner of a vehicle used for election purposes shall keep every electoral roll to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of vehicles for election purposes is carried on, shall record in Form 2B the description of every electoral roll so kept and the date on which it was received, and shall furnish a copy of the record to the District Election Officer within sixty days of the close of each year.
