Application for registration.—Every person resident in India carrying on the holding of foreign exchange shall make an application for registration to the Export Promotion Council in Form ANF-3A, within seven days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every bond held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
