Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any sender of commercial messages dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Telecom Disputes Settlement and Appellate Tribunal in Form E, surrender the certificate of registration to it and furnish a statement of every subscriber record then held; and the Telecom Disputes Settlement and Appellate Tribunal shall enter the intimation in the register within fifteen days of its receipt.
