Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any proprietor of a lodging house dies, his legal representative shall, within thirty days of the death, intimate the death to the Chief Controller of Explosives in Form IV, surrender the certificate of registration to it and furnish a statement of every permit then held; and the Chief Controller of Explosives shall enter the intimation in the register within ten days of its receipt.
