Surrender of certificate.—Every election agent who ceases to carry on the management of election expenses shall, within sixty days of such cessation, surrender the certificate of registration to the Returning Officer in person or by registered post, and shall inform it in Form 12 of the manner in which every voting machine held by him has been disposed of.
