Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a private service vehicle dies, his legal representative shall, within seven days of the death, intimate the death to the Government of Bihar in Form 4, surrender the certificate of registration to it and furnish a statement of every pollution certificate then held; and the Government of Bihar shall enter the intimation in the register within seven days of its receipt.
