Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within fourteen days of such cessation, surrender the certificate of registration to the Government of Bihar in person or by registered post, and shall inform it in Form 30 of the manner in which every certificate of fitness held by him has been disposed of.
