Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a motor vehicle shall apply to the Transport Commissioner in Form 20 for a duplicate, accompanied by a fee of five thousand rupees, and the Transport Commissioner shall issue a duplicate certificate marked as such within seven days of the application.
