Correction of entries.—The Transport Commissioner may, on an application made in Form 29 by any owner of a motor vehicle or of its own motion, correct any clerical or arithmetical error in the register or in a certificate of registration, after giving notice of not less than fifteen days to any person likely to be affected by the correction.
