Surrender of certificate.—Every consignor who ceases to carry on the consignment of goods shall, within ninety days of such cessation, surrender the certificate of registration to the Registrar in person or by registered post, and shall inform it in Form C of the manner in which every register of contracts held by him has been disposed of.
