Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a dangerous or offensive trade dies, his legal representative shall, within seven days of the death, intimate the death to the Municipal Council in Form A, surrender the certificate of registration to it and furnish a statement of every assessment list then held; and the Municipal Council shall enter the intimation in the register within fourteen days of its receipt.
