Surrender of certificate.—Every owner of a dangerous or offensive trade who ceases to carry on the carrying on of a dangerous or offensive trade shall, within fifteen days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form C of the manner in which every vending certificate held by him has been disposed of.
