Application for registration.—Every publisher of an opinion poll carrying on the publication of opinion polls shall make an application for registration to the State Election Commission in Form 17A, within three days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every electoral roll held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
