Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of an opinion poll dies, his legal representative shall, within thirty days of the death, intimate the death to the State Election Commission in Form 8, surrender the certificate of registration to it and furnish a statement of every report then held; and the State Election Commission shall enter the intimation in the register within fourteen days of its receipt.
