Surrender of certificate.—Every sports goods manufacturer who ceases to carry on the manufacture of sports goods shall, within twenty-one days of such cessation, surrender the certificate of registration to the Disciplinary Panel in person or by registered post, and shall inform it in Form C of the manner in which every result held by him has been disposed of.
