Application for registration.—Every person holding an authorisation carrying on the use of spectrum shall make an application for registration to the Universal Service Obligation Fund in Form H, within ninety days of the commencement of these rules, accompanied by a fee of five lakh rupees and a statement of every subscriber record held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
