Application for registration.—Every user of the national emblem carrying on the use of the national emblem shall make an application for registration to the Nodal Authority in Form A, within twenty-one days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every report of the commission held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
