Surrender of certificate.—Every user of the national emblem who ceases to carry on the use of the national emblem shall, within twenty-one days of such cessation, surrender the certificate of registration to the Nodal Authority in person or by registered post, and shall inform it in Form E of the manner in which every record held by him has been disposed of.
