Surrender of certificate.—Every bonded warehouse keeper who ceases to carry on the keeping of a bonded warehouse shall, within fifteen days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form E of the manner in which every label held by him has been disposed of.
