Application for registration.—Every owner of land within a cantonment carrying on the construction of buildings in a cantonment shall make an application for registration to the Defence Estates Officer in Form A, within fifteen days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every pass held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
