Application for registration.—Every endorser carrying on the endorsement of goods or services shall make an application for registration to the Consumer Protection Council in Form D, within sixty days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every weighing instrument held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
