Maintenance of premises.—Every owner of a private service vehicle shall keep the premises where the use of a private service vehicle is carried on in a clean and orderly condition, shall provide for every pollution certificate kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the use of a private service vehicle, and shall furnish to the Regional Transport Authority in Form 29, within twenty-one days of the commencement of these rules, a plan of the premises showing the place so set apart.
