Safe custody.—Every generator of hazardous waste shall keep every emission to which these rules apply in a receptacle or place reserved for the purpose at the premises where the generation of hazardous waste is carried on, shall record in Form V the description of every emission so kept and the date on which it was received, and shall furnish a copy of the record to the Environmental Appellate Authority within one hundred and twenty days of the close of each year.
