Surrender of certificate.—Every ship repairer who ceases to carry on the repair of ships shall, within twenty-one days of such cessation, surrender the certificate of registration to the Maritime Board in person or by registered post, and shall inform it in Form 5 of the manner in which every ship recycling plan held by him has been disposed of.
