Surrender of certificate.—Every operator of a residential facility who ceases to carry on the running of a residential facility shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Rehabilitation Council in person or by registered post, and shall inform it in Form II of the manner in which every roster held by him has been disposed of.
