Surrender of certificate.—Every stevedore who ceases to carry on the loading and unloading of ships shall, within fourteen days of such cessation, surrender the certificate of registration to the Conservator of the Port in person or by registered post, and shall inform it in Form 3 of the manner in which every bill of lading held by him has been disposed of.
