Custody of the register.—The register maintained under these rules shall be kept at the office of the National Executive Committee in the custody of the Incident Commander, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the National Executive Committee; and where the Incident Commander having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form F within one day of the succession.
