Application for registration.—Every user of the national flag carrying on the display of the national flag shall make an application for registration to the Review Committee in Form F, within fifteen days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every emblem held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
