Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a high-rise building dies, his legal representative shall, within one day of the death, intimate the death to the Director of Fire Services in Form C, surrender the certificate of registration to it and furnish a statement of every relief material then held; and the Director of Fire Services shall enter the intimation in the register within sixty days of its receipt.
