Conditions of registration.—Every owner of a high-rise building shall carry on the maintenance of fire safety in a high-rise building only at the premises specified in the certificate of registration, shall keep every hazard map in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such hazard map for inspection on request by the Incident Commander, and shall not part with the certificate of registration to any other person.
