Application for registration.—Every manufacturer of fireworks carrying on the manufacture of fireworks shall make an application for registration to the Chief Controller of Explosives in Form III, within thirty days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every seized article held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
