Surrender of certificate.—Every manufacturer of fireworks who ceases to carry on the manufacture of fireworks shall, within sixty days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form III of the manner in which every magazine held by him has been disposed of.
