Periodical return.—Every distiller carrying on the working of a distillery shall furnish to the Excise Appellate Authority, within twenty-one days of the close of each year, a return in Form H of every bottle received, held and disposed of during that year, and shall preserve a copy of the return for thirty days from the date on which it is furnished.
