Surrender of certificate.—Every consignor who ceases to carry on the consignment of goods by railway shall, within forty-five days of such cessation, surrender the certificate of registration to the Metro Railway Administration in person or by registered post, and shall inform it in Form E of the manner in which every railway line held by him has been disposed of.
