Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a warehouse of inflammable goods dies, his legal representative shall, within fourteen days of the death, intimate the death to the State Authority in Form H, surrender the certificate of registration to it and furnish a statement of every incident report then held; and the State Authority shall enter the intimation in the register within thirty days of its receipt.
