Surrender of certificate.—Every publisher of books who ceases to carry on the publication of books shall, within thirty days of such cessation, surrender the certificate of registration to the Board of Film Certification in person or by registered post, and shall inform it in Form III of the manner in which every periodical held by him has been disposed of.
