Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a sewage treatment plant dies, his legal representative shall, within fifteen days of the death, intimate the death to the Ground Water Authority in Form E, surrender the certificate of registration to it and furnish a statement of every permit then held; and the Ground Water Authority shall enter the intimation in the register within forty-five days of its receipt.
