Surrender of certificate.—Every person in possession who ceases to carry on the possession of excisable articles shall, within ten days of such cessation, surrender the certificate of registration to the Commissioner in person or by registered post, and shall inform it in Form A of the manner in which every stock register held by him has been disposed of.
