Surrender of certificate.—Every retail outlet dealer who ceases to carry on the retail sale of petroleum products shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Appropriate Commission in person or by registered post, and shall inform it in Form IV of the manner in which every register of consumers held by him has been disposed of.
