Surrender of certificate.—Every implementing agency who ceases to carry on the implementation of a scheme shall, within twenty-one days of such cessation, surrender the certificate of registration to the Finance Commission in person or by registered post, and shall inform it in Form GFR 40 of the manner in which every contract held by him has been disposed of.
