Custody of the register.—The register maintained under these rules shall be kept at the office of the Assessing Officer in the custody of the Assessing Officer of the charge, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Assessing Officer; and where the Assessing Officer of the charge having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 35 within twenty-one days of the succession.
