Surrender of certificate.—Every dealer who ceases to carry on dealing in motor vehicles shall, within thirty days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 29 of the manner in which every insurance certificate held by him has been disposed of.
