Conditions of registration.—Every owner of a vehicle used for election purposes shall carry on the use of vehicles for election purposes only at the premises specified in the certificate of registration, shall keep every nomination paper in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such nomination paper for inspection on request by the Expenditure Observer, and shall not part with the certificate of registration to any other person.
