Application for registration.—Every owner of a vehicle used for election purposes carrying on the use of vehicles for election purposes shall make an application for registration to the Chief Electoral Officer in Form 12, within thirty days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every register of voters held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
