Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a vehicle used for election purposes dies, his legal representative shall, within ten days of the death, intimate the death to the Chief Electoral Officer in Form 12, surrender the certificate of registration to it and furnish a statement of every ballot paper then held; and the Chief Electoral Officer shall enter the intimation in the register within sixty days of its receipt.
