Application for registration.—Every operator of a vehicle carrying hazardous substances carrying on the transport of hazardous substances shall make an application for registration to the Principal Chief Conservator of Forests in Form V, within sixty days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every monitoring report held by him on the date of the application, and shall keep a copy of the application and of the statement for one hundred and twenty days from that date.
