Register of operators of a vehicle carrying hazardous substances.—The Principal Chief Conservator of Forests shall maintain a register of operators of a vehicle carrying hazardous substances in Form I, which shall be open to inspection by any person during office hours on payment of a fee of five thousand rupees.
